Terrans
Ambassador Charles Williamson is informed about Assembly Resolution 11432, which recommends the establishment of a Special Committee to investigate "Project: Atlas," and immediately contacts Minister Sedrick on Earth for instructions. Sedrick then convenes a meeting of top TDR officials, including the Secretary General who is returning from a political tour of the colonies, the Galactic Security Advisor and the Minister of Defence, both on Earth. They agree that the unhindered passage of the resolution, then delaying and softening any committee response, would be the best course of action. 2nd January, 2501

OIP
Special Committee on "Project: Atlas" is gavelled in to session. Ambassador Williamson makes an opening address imploring the members of the committee to be swayed only by the facts, and not use their vote as an attempt to get in to favour with either side. Larjarak dismisses the comments as obvious, and urges that the evidence be heard right away. Meanwhile, the Gohorn delegation is secretly bribing and threatening those members of the Special Committee it considers to be weak enough either to accept the bribes or accede to the threats. 15th January, 2501
Gohorns
Ambassador Larjarak announces in the O.I.P. Grand Assembly that the Gohorn Directorate will be beginning a new round of military training exercises, close to the Terran border, in order for the military chain of command to adjust to the new leadership. OIP
Ambassador Larjarak introduces Assembly Resolution 11436 urging a halt to the Terran military manoeuvres. Ambassador Williamson responds that the Republic will only halt its military movements if the Gohorn Directorate were to reciprocally do the same. Larjarak refuses. The resolution fails. 9th February, 2501
Terrans
The Secretary General meets in closed session with the cabinet, his closest advisors and the congressional leadership for all four main parties, in which he reveals the Gohorn mobilisation. Differing opinions are voiced about the next move; many of the cabinet support the mobilisation of UNPPF assets but some of the congressional leadership disagree and argue for the matter to be taken to the O.I.P. 10th February, 2501
Terrans
In the recently Terran claimed Nedesun system (taken from the Gohorns shortly before they voluntarily departed the Assembly to handle their internal difficulties), the UNSS Hartford and UNSS Orinoco are destroyed by Gohorn warships, and the construction crews on the planet taken hostage. 11th February, 2501
OIP
Williamson introduces Assembly Resolution 11442 to the floor, condemning the Gohorn attack on Nedesun and compelling their immediate withdrawal from the system. Williamson tells the Assembly to take note at how "the false façade of the Gohorn Directorate shields its true intentions, war and violence which threaten to shake the foundation of the Grand Experiment for Peace." The Gohorn Directorate vetoes the resolution, decrying its bias and suggests referring the matter to the Special Committee. The Republic reluctantly agrees to this. 23rd February, 2501

General Carlson reports to the Secretary General on the progress of the mobilisation, the largest mobilisation of the Republic in many years. The report is not good, mobilisation is happening at only about a fifth of the rate of the Gohorns along the front lines. The Secretary General urges Carlson to do whatever he can to make it go faster. 1st March, 2501
Gohorns
War Admiral Aman reports to Chief Saljak that Gohorn forces are now suitably prepared for invasion; however the Velakor does not have suitable intelligence about the location of Terran Sector Command. 5th March, 2501
OIP
Ambassador Larjarak gives a speech to the O.I.P. Grand Assembly condemning its traditional bias towards the Terran Democratic Republic and threatening "serious consequences" unless all territories taken from the Directorate are returned immediately. The Ambassador for the LMC inquires whether this means the Directorate has lost faith in the Special Committee, Larjarak replies that it does. Williamson delivers a reciprocal speech rebuffing the Gohorn demands as "impossible and unlawful." Larjarak launches to his feet claiming the Terran "annexation" of the worlds was unlawful. The Architect Chairman adjourns the meeting due to its increasing atmosphere of hostility. 7th March, 2501
OIP
The Special Committee concludes its initial mandated hearings and produces O.I.P. Mandate 4169 which demands the TDR suspend the "Project: Atlas" programme and halt military build-up along the border so that a more thorough, complete review can be carried out. 10th March, 2501
OIP
Ambassador Williamson confers with the Secretary General, and they decide that the time has come to put their foot down. The same day, Williamson announces to the Grand Assembly that the Republic refuses to abide by Mandate 4169, citing the demand of a cessation of reciprocal military build-up to that taking place in the Directorate as "a contravention of our national security objectives." Other Ambassadors protest the Terran uses of language - the Gohorns, they believe, are conducting exercises, while the Republic is engaged in a full-scale military build-up. Williamson once again affirms that the Republic will not abide by Mandate 4169. There is shock throughout the Grand Assembly. Larjarak uses this as his opportunity to denounce the Republic as "Enemies of Peace." Williamson vetoes the mandate. 11th March, 2501
Rosebourgs
Ambassador Vinedinevianne meets privately with Williamson urging him to accede to the mandate. She argues that "The Republic bit off far more than it could chew with 'Project: Atlas,' Ambassador. My government is fully aware that the Directorate is at least partially correct, Atlas is a programme designed to undermine their strategic position by claiming territory from them because you thought Otrez wouldn't resist. Frankly, your government bit off more than it could chew and we're all going to feel the effects. I have to inform you that my government has authorised me to vote in favour of overturning the veto - you need to give peace a chance." 12th March, 2501
OIP
Ambassador Williamson reaffirms in the Grand Assembly the United Nations' refusal to abide by Mandate 4169. The Gohorns demand a vote to override the veto. The override succeeds, and the Architect chair announces that the terms of the mandate must be complied with. Williamson reluctantly announces "This Organisation has overstepped its bounds, straying in to areas of national sovereignty, which the Terran Democratic Republic will not accept. Until Mandate 4169 has been overturned, the Republic withdraws from this Assembly." He them proceeds to walk out. Larjarak, declaring the Organisation's incapability of enforcing the mandate suggests that the Gohorn Directorate be given that responsibility. The Assembly almost unanimously votes "No." Larjarak declares that "The Gohorn Directorate withdraws from this Assembly. We will not return unless the terms of its mandates are properly enforced, otherwise this institution is nothing more than a toothless debating forum." 13th March, 2501
